US-only validation passed on 9-ticker regression basket (RCAT, BWXT, CCJ, NNE, AMD, BA, CRDO, AAOI, LITE). 27 filings ingested, 27 parsed (100% success), 67 verbatim-verified evidence records extracted, 9 risk roll-ups created, zero errors. Phase A regression unchanged. PHASE_B_FILINGS_ENABLED=1 in production.

Theme Classifier V2 (Phase A)
Taxonomy tuning, threshold tightening, and conservative co-occurrence rules implemented. RCAT, BWXT, CCJ, NNE, CRDO all pass acceptance gate. Shadow mode table seeded (27/27 embeddings).
